Divide that out, and it amounts to $55+K per CWS. And the costs to the CWS do not necessarily depend on “its historical atrazine contamination levels and volume of water filtered.” The installation of the carbon filtration system is a capital expenditure that is the same regardless of the actual atrazine levels. This settlement seems totally inadequate, even with its limited scope.
