Does this mean that if they EPA does not determine, by the end of the first 21 days, that say the pesticide warrants a developmental neurotoxicity study (or any other study that is sometimes determined to be warranted after a study of the toxicology, but that is not always required), that they cannot require such a study later?]]></description>
